Add html_baseurl to sphinx conf.py (#12364) (#12396)
This is used to set the <link rel="canonical" href="X"> tag that points to the canonical version of the webpage. Including this indicates to search engines which version to include in their indexes, and should prevent older versions showing up.

Fixes #12363

The ``pytest`` framework makes it easy to write small tests, yet
scales to support complex functional testing for applications and libraries.

An example of a simple test:

To execute it::

    $ pytest

Due to ``pytest``'s detailed assertion introspection, only plain ``assert`` statements are used. See `getting-started <https://docs.pytest.org/en/stable/getting-started.html#our-first-test-run>`_ for more examples.
