fix: 移除los_arch_interrupt.h文件中冗余声明的函数VOID OsExcInit(VOID)

VOID OsExcInit(VOID)函数的注释中参数描述错误,并且该函数并没有在C源文件中使用到,需要删除。

close #I4D9OO
