fix(kernel_test):内核门禁稳定性调整，失败用例移除
【背景】
timer两条用例会导致测试进程异常退出
【修改方案】
将TIME_TEST_TZSET_001和TIME_TEST_TZSET_002两条用例从门禁中去掉
【影响】
对现有的产品编译不会有影响
