Increase required verbosity level for debug output
...
To show the subclassed file in legacy test suits in the runtest output
you have to set the verbosity level to at least "-vv" now.

Fix '--show-capture=no' capture teardown logs

Add a check before printing teardown logs.
'print_teardown_sections' method does not check '--show-capture' option
value, and teardown logs are always printed.

Revert making TerminalWriter public in TerminalReporter plugin
...
We eventually want to replace py.io.TerminalWriter (exposed as
"_tw" in TerminalReporter) by something else, so deprecating access
to "_tw" and making it public as "writer" is contrary to that.
