Zhang Xianyi 6df39ad9e7 Refs #248. Support LAPACK and LAPACKE with lsbcc. 
For LAPACKE, use LAPACK_COMPLEX_STRUCTURE.
The reson is lsbcc didn't define complex I in complex.h.
