Allow building on OpenBSD 
With this change, OpenBLAS builds and all tests pass on OpenBSD 6.2
using Clang. Tested on x86-64 only, with and without DYNAMIC_ARCH=1.

containing whitespace does not break the build.

Zhang Xianyi fe7dcf98f3 Refs #461. Provide OpenBLASConfig.cmake to support CMake. 
If you "make PREFIX=/path/to/OpenBLAS install" ,
The config file will be located in /path/to/OpenBLAS/cmake

Then, you can use "find_package(OpenBLAS)" at CMake.
cmake -DOpenBLAS_DIR=/path/to/OpenBLAS/cmake ..

Lars Buitinck a29e6592da fix default prefix handling in makefiles 
PREFIX wasn't communicated to Makefile.install (where it matters)
by Makefile. The result is that the default PREFIX is empty and
OpenBLAS was being installed in /lib.
