Not all versions of install support '-p' flag and it isn't worth failing
the build in the installed files' timestamps get updated.

allow setting soname without suffix or prefix 
Allows to create a library with a different
SONAME without the need to add suffixes to symbols
Backwards compatible and should have no effect
on the workflow and previous users.
Useful for allowing INTERFACE64 library alongside
the standard library without file conflicts

There is no difference in the way libnames are handle between FreeBSD
and linux or sunos. FreeBSD and DragonFly prefers having sonames as well

Allow building on OpenBSD 
With this change, OpenBLAS builds and all tests pass on OpenBSD 6.2
using Clang. Tested on x86-64 only, with and without DYNAMIC_ARCH=1.

containing whitespace does not break the build.

Zhang Xianyi fe7dcf98f3 Refs #461. Provide OpenBLASConfig.cmake to support CMake. 
If you "make PREFIX=/path/to/OpenBLAS install" ,
The config file will be located in /path/to/OpenBLAS/cmake

Then, you can use "find_package(OpenBLAS)" at CMake.
cmake -DOpenBLAS_DIR=/path/to/OpenBLAS/cmake ..
