Fix BLAS, BLAS-like functions and Generic RISC-V kernels

* Fixed gemmt, imatcopy, zimatcopy_cnc functions
* Fixed cblas_cscal testing in ctest
* Removed rotmg unreacheble code
* Added zero size checks
