Rob Pike 08cc526448 go.tools/cmd/vet: update to new go/types package
Now that it's in the same repository as the go/types package we can delete
the mechanism to build it without type checking.

Add a make rule to install it where the go tool can find it.
Why doesn't "go install" take a -o flag?

This subrepository holds the source for various packages and tools that support
the Go programming language.

Although at least some of the tools themselves will be included in binary Go distributions,
the packages from which they are built are of little interest to most Go programmers.
