Heschi Kreinick 9c309ee22f imports: stop using go/packages for modules
go/packages needs to call `go list` multiple times, which causes
redundant work and slows down goimports. If we reimplement `go list` in
memory, we can reuse state, saving time. `go list` also does work we
don't really need, like adding stuff to go.mod, and skipping that saves
more time.

We start with `go list -m`, which does MVS and such. The remaining work
is mostly mapping import paths and directories through the in-scope
modules to make sure we're giving the right answers. Unfortunately this
is quite subtle, and I don't know where all the traps are. I did my
best.

cmd/go already has tests for `go list`, of course, and packagestest is
not well suited to tests of this complexity. So I ripped off the script
tests in cmd/go that seemed relevant and made sure that our logic
returns the right stuff in each case. I'm sure that there are more cases
to cover, but this hit all the stuff I knew about and quite a bit I
didn't.

Since we may want to use the go/packages code path in the future, e.g.
for Bazel, I left that in place. It won't be used unless the magic env
var is set.

Files in internal and imports/testdata/mod were copied verbatim from
cmd/go.

Heschi Kreinick 6c7e314b65 go/packages/packagestest: make versioned modules
If a Module's Name ends with a version suffix (v2), create its module
with an appropriate version number (v2.0.0).

Heschi Kreinick 00c5fa5868 go/packages: find mismatched top level packages in name=
Treat the top-level package of a module specially so that the VCS
working dir name doesn't have to match the package name. Generally we
take the position that directory names should match packages, but for
the top-level package that's a pretty strict requirement. Now we always
check the top-level directory, just in case.

Heschi Kreinick f60e5f99f0 go/packages/packagestest: use a module proxy
Instead of writing replace directives to link the test's modules
together, fill a GOPROXY dir and use `go mod download` to fill a real
GOCACHE with them. This makes the tests more realistic, since replace
directives will be somewhat unusual. It also gives the name= query
something to search.

Actually doing this in a way that's compatible with packagestest's
abstraction is a little tricky, since it wants to know where the files
will be. The actual files will be created by go mod download, so we have
to get Export to put them there to begin with, then move them out of the
way.

Since the GOPROXY zip format doesn't support symlinks, those will only
work in the primary module.

Alan Donovan 26c26290c3 go/*: fix pre-1.11 tests
packagestest.Modules is now available pre-go1.11 but doesn't add
itself to packagestest.All.

strings.ReplaceAll is not available in pre-go1.11

Ian Cottrell 06f26fdaaa go/packages/packagestest: Testing with multiple drivers
This extracts some of the test code from packages, and adds the ability to run
the same test with multiple drivers.
This should generally be useful for all tools that run on top of go/packages as
well when writing tests for them.
