make the packagestest marker system more flexible
This exposes the ability to add markers to the public interface, and changes the way markers are collected to make it so a standard call to Expect can replicate the internal behaviour. This allows custom rules to also add marks. Also add a special EOF identifier that acts like a mark at the end of the file in which it occurs.
